Google is gearing up to integrate Google Messages RCS to work with Samsung’s continuity feature. This feature allows Samsung Tablet and Smartwatch users to receive calls and messages from a Samsung smartphone. The new integration would allow the Continuity feature to access incoming RCS messages and users to reply while using Google Messages.

XDA-Developers discovered this through the text strings contained in the code of the Android Messages app. The text refers to a new permission in the application.
Permission to send SMS/MMS/RCS messages using the Android Messages API
With this permission, the app will be allowed to send SMS/MMS/RCS using Android messages. It will have access to send messages with any additional approvals.
It was initially reported that Google Messages was opening an API for third-party apps in order to handle RCS messaging, but it was later verified that the particular version of Google Messages containing this text is present only in the Google Messages version for Samsung smartphones.
The permission is created specifically because Samsung (outside the US) uses Google Messages as the out-of-the-box messaging app by default. Before that, Samsung used its own One UI app for SMS and also supported RCS messaging.
